(f) La Oficina de Licencias de Armas expedirá duplicados de carnés de licencia de armas, cuando este sea solicitado por una persona con licencia de armas previo el pago de cincuenta (fifty) dólares mediante un comprobante de Rentas Internas y la presentación de una declaración jurada estableciendo el motivo por el cual requiere que se le expida un duplicado.

Será requisito para solicitar o renovar una licencia de armas, el adiestrarse sobre el uso y manejo de armas de fuego. Este requisito aplicará también a los procesos expeditos establecidos en el Artworkículo 2.14 de esta Ley sobre la otorgación de licencia de armas y autorización para portar armas para víctimas de violencia doméstica y acecho.  El Negociado de la Policía de Puerto Rico certificará y cualificará a las personas que ofrecerán los cursos de uso y manejo de armas. El Negociado de la Policía de Puerto Rico reconocerá las certificaciones de instructor emitidas por instituciones privadas, locales y nacionales que cumplan con los requisitos mínimos establecidos por el Comisionado mediante reglamento. La persona certificada por el Negociado de la Policía de Puerto Rico para ofrecer los cursos emitirá un Certificado de Uso y Manejo.
